A former employee of Roscommander turned out to be one of the main developers of the VPN service. Bell Vladislav Minkov, who worked for several years in the structures of Roskomandzor and was involved in the Internet blocking control system "Inspector", turned out to be one of the main developers of AIVPN, a project designed, among other things, to bypass Internet restrictions. The bell revealed. AIVPN appeared in 2026. According to the project description on GitHub, it disguises VPN traffic as regular Internet protocols to make it harder for deep traffic filtering (DPI) systems to detect the connection. Initially, the project will be presented by IT specialist Oleg Kirichenko. However, Bell looked at the change history on GitHub and found that most of the code for one of the latest versions was written by the user vminakov. His profile shows the name Vladislav Minkov. According to the publication's calculations, it made up about 88% of the source code for this version. In the past, Minkov worked for about seven years in the structures subordinate to Roskomandzor. At the main radio frequency center, he worked on an "inspector" system that checks whether telecom operators block websites from the register of prohibited information. Minkov himself says he was not directly involved in organizing blockades. Now Minkov continues to work in buildings related to the government. On the official website of the Agency for Strategic Initiatives for the Promotion of New Projects (ASI), headed by Putin, Minkov is listed as the director of digital transformation. According to Bell, he also heads the development unit at the Presidential Administration's GlavNIVTs, which develops projects for the presidential administration and security forces. Minkov confirmed to the publication his participation in AIVPN, but stated that the project was not related to his main work. According to him, the protocol was created for stable data transmission, and bypassing a block is only one of the possible options for using it. He added that the project has no political component and there are no plans for monetization.
