A consortium led by U.S. billionaire Todd Billy is preparing a securities swap to buy the international assets of Russian oil giant Lukoil, with a deal expected within weeks, four people close to the sale process said.
If the deal goes through, it will complete a sale process that has lasted more than a year and will result in a portfolio value of $22 billion. Lukoil's assets abroad include oil fields, refineries and gas stations in Europe, the Middle East and Africa.
