Only owners of powerful electric scooters and bicycles, currently considered mopeds, will need to obtain category M licenses.
You can ride on sidewalks if the scooter is not heavier than 35 kg. Scooters on kick-sharing services are subject to restrictions.
But messengers will be prohibited from moving on sidewalks.
