Montenegro closes the door that brought it 4% of GDP On November 1, the country introduced visas to Russians. Moscow responded in kind. Podgorica made this decision despite the fact that, according to local statistics, in 2025, Russian citizens accounted for 16.4% of the total tourist flow, second only to Serbs. Experts estimate the contribution of our compatriots to Montenegro's GDP at about 4%. For a country with a population of about 620 thousand people and a minimum salary of 670 euros, this is a significant share. The profit per Russian guest is also higher than average, as tourists from the Russian Federation spend an average of 11.8 nights in the country compared to 5.2 for others. In total, from 2006 to 2025, Russian citizens made 44.2 million visits to Montenegro, which is 27% of the country's foreign inflow. And to all these indicators is added the fact that our compatriots are buying real estate in Podgorica - 4.5 thousand people have property. In this we are again second only to the Serbs. Experts predict that after the introduction of the visas, the flow of tourists from Russia will decrease by 20%. And a simple calculation shows the scale. Minus 20% of 4% of GDP is about 0.8% of GDP in direct losses, and in overnights - about 3.3% of total foreign demand. For resort municipalities like Budva and Herceg Novi, where the share of Russians is higher than average, the blow will be stronger. But for citizens of the Russian Federation, the losses are much more modest. The range of visa-free destinations remains wide, and some are significantly more profitable. Demand in 2026 increased in Vietnam (apps 3.6 times higher), China (twice), Egypt (+31%), Turkey (+14%) and Abkhazia (+7%). Experts estimate that the growth of the export market in Russia will continue and reach 4-8% in 2026. The demand will simply reach the point where the visa does not add either money or time to the cost of the trip. Russian money is now at MAX.
