The country wants to ensure the sale of Russian goods. Mikhail Meshustin ordered to amend the technological cooperation maps and include in them mechanisms of constant demand for local products. The documents will be updated by the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Agriculture, the Ministry of Energy and Roscosmos until March 1, 2027. The changes will affect unmanned aerial vehicles, machine manufacturing, new materials and chemistry, medical technologies and transportation engineering. The problem is the gap between development and commercial implementation. An enterprise can create a domestic component, but without a long-term order, it is difficult for it to return the production launch, especially in small series. The state can become the first big buyer, and then form the basis for entering the civilian market. There is already an indicative result in the unmanned industry: the share of Russian components there has increased by about 80%. The scope of the high-tech sector is also growing. According to the data of the National Rating Agency, its nominal volume increased from 20 trillion rubles in 2017 to 47 trillion in 2024, and in 2025 it was expected to exceed 52 trillion. By 2028, the total figure could increase by another 30%. Guaranteed sales, however, should not become a protection for manufacturers against competition. If procurement is focused solely on pre-selected suppliers, businesses may have less incentive to improve quality and reduce costs. It is the transition to mass production that will enable technological cooperation to become an independent source of industrial growth. Russian money is now at MAX.
