Has Google paid its debts? The bankruptcy trustee of Google LLC stated in court that the company covered 16.8 billion rubles in fines accrued in Russia. According to him, as of September 20, a little more than 16.7 billion was credited to the account, of which about 14.7 billion was deleted by the arbitrators. The FSSP transferred more than 2.1 billion, according to management documents. In total, the legate's estate received more than 18.8 billion rubles. It doesn't matter where that money comes from. The Russian subsidiary is in bankruptcy proceedings, so the recovery came from assets remaining in the country, which is the maximum that can be achieved under the current framework. The total charges reached amounts that were physically impossible to collect, so the real total of 16.8 billion shows the difference between the announced sanctions and what was actually collected. At the same time, new cases, already modest in scale, continue. In October, a judge fined Google and TikTok 10 million rubles each. Where does this lead? For foreign platforms that continue to operate in Russia, precedent shows that their domestic assets become the only real source of recovery, which means they must be risked carefully. For the state, this is an approval of tools, but with limitations. Therefore, in the regulation of the platforms, attention shifts from the amount of fines to the requirement of local presence and the responsibility mechanism for contractual networks. For the advertising and IT services market, the result is practical. Companies will work more often with those suppliers who have a legal entity in the country and a clear responsibility. Russian money is now at MAX.
