Russian IT sector bought abroad In April and June, Russian companies spent $909 million, or 74.6 billion rubles, on foreign computing services. This is 210 million dollars more than before, when the expenses were about 699 million dollars. In scale, in one quarter there was an amount equal to about 45% of the annual volume of the domestic data center market, which, according to last year's estimates, reached about 165 billion rubles. Experts explain the reasons, and they are quite rational. Shipments of GPU servers through parallel imports decreased from thousands of units in 2024 to dozens in 2026, delivery times increased from two to six months, and at the end of May, the products of several foreign brands were removed from the list. When equipment cannot be purchased, it is replaced by renting facilities, and the import of goods becomes the purchase of services. For projects with an uneven load, it is also more cost-effective than buying expensive equipment, because you only have to pay for the work time. In addition, memory and components for data centers have become more expensive worldwide. At the same time, only about 9% of the organizations are provided with infrastructure for AI, and also subscriptions to foreign models through aggregators with a markup of 5% to 30% enter the statistics. However, this does not necessarily conflict with digital sovereignty. For significant CII facilities, the policy is to use Russian software, and the Ministry of Digital Development prepares fines for missing the transition dates, and commercial businesses, in a phase of equipment shortage, use external capabilities rather than as a temporary solution. At the same time, such statistics should serve as a guide to government policy and to identify factors that inhibit demand for local developments. Russian money is now at MAX.
