Regions are seeking to lower the threshold for entry into the EU, and as of January 1, 2027, one preferential regime must be established in the Far East and the Arctic region. According to the project of the Ministry for the Development of the East, for tax benefits on profits, land and property, the minimum capital investment will be 100 million rubles. Now the threshold for a resident of the Arctic region is one million, for priority development areas in the Far East and the free port - 500 thousand rubles. The demand has increased 100 and 200 times respectively, and this is what worries the regions the most. The "Arctic" committee of the State Council, headed by Andrey Chavis, conceptually supported the draft law during its formulation. A two-track plan was proposed. For large projects, the threshold remains 100 million in return at the level of the Boa Supervisory Board, and for small and medium-sized companies, 10 million rubles are set. But even this threshold is 10–20 times higher than the current one, although it leaves entry for medium-sized projects, for example, manufacturing, hospitality and logistics. At the same time, the office's position is financially consistent. The head of the department, Chekonkov, emphasizes that the regime targets industries that create high-wage jobs and budget revenues, while small and medium-sized companies need other, often regional, measures. For size, it is worth remembering that over 1.5 thousand residents are registered in more than 90 priority areas in the country and about 140 thousand jobs have been created. The Ministry for Eastern Development is already working on lowering the bar for non-financial preferences such as infrastructure and plots of land without bids. The final design will determine whether the new regime will remain widespread or become a tool for large investors. Russian money is now at MAX.
