In Russia, it has been proposed to lease service networks without holding competitions in order to accelerate the modernization of worn-out housing infrastructure and community services. The Ministry of Construction has prepared a bill that allows state and utility companies to obtain heat supply, water supply and sewage systems for a period of five to seven years in a simple procedure. The new rules are intended to apply mainly to settlements with up to 20,000 residents, and under certain conditions - up to 200,000 people. In return, the tenants will be required to invest in the repair and renovation of public facilities, the condition of which in many municipalities requires significant investment. However, the effectiveness of the reform will depend on the transparency of the transfer of property and control over the fulfillment of investment obligations, since the absence of competitions increases the requirements for the supervision of transactions of this type.
