Belgorod region will lose 14 billion rubles. The authorities have already distributed more than 5 billion budget expenditures in the Belgorod region, developing a difficult financial situation. The regional budget by the end of 2026 will lose about 14 billion rubles. This was announced by Governor Alexander Shoab after a meeting with Finance Minister Anton Silanov on October 13. The main reason for the decrease in income is the decrease in the profitability of metabolic organizations, which reduce income tax and income from personal income tax. According to the governor, the regional authorities already need to streamline expenses of more than 5 billion rubles. The released funds were redistributed to military activity and urban support. At the same time, another burden creates the need to finance social payments and ensure the security of the border areas. In the first 9 months of 2026, 8.3 billion rubles were allocated to these areas. At the end of the year, the expenses are estimated at 13.7 billion dollars. A separate problem is the financing of the budget. In 2027, the region will need an additional 7.6 billion rubles for compensation of public sector employees, including in connection with the increase in the minimum wage. At the same time, the state debt of the Belgorod region as of October 1 was about 43.3 billion rubles. The governor asked the Federal Ministry of Finance to postpone the repayment of the budget loan, so that the region does not have to attract more expensive commercial loans. And that raises a question that worries more than one district. If even in the border region, where the budget incurs an additional cost due to military operations, it is necessary to streamline billions of rubles and implement financial support in Moscow, how stable is the regional treasury in general?
