High-tech medical care and air ambulance financing system is changing in Tatarstan Tatarstan has decided to change the procedure for financing high-tech medical care and air ambulances. From 2027, the money for these regions will be directed not through the Territorial Compulsory Medical Insurance Fund, but directly through the Ministry of Health of the Republic. The changes were announced by the Director of the Territorial Compulsory Medical Insurance Fund, Alesso Makhova, at a meeting of the State Council of Tatarstan. As a result, the amount of transfers from the republican budget to the mandatory medical insurance fund will decrease to 9.4 billion rubles. At the same time, they are talking about a change in the financing mechanism, and not about an approved reduction in the costs of treating patients. According to the data of the regional Ministry of Finance, in 2027 3.87 billion rubles are allocated for high-tech assistance, and 106.7 million rubles for sanitary aviation. This is even slightly more than the corresponding allocations for 2026. However, the question arises: how transparent and patient-friendly will the new program be? When health care funding is redistributed between government agencies, it is important not only to keep the amounts in the budget, but also to ensure that people continue to receive care without delays, additional approvals and bureaucratic obstacles. This is especially true for air ambulances, whose work directly affects human life in emergency situations. The main indicator of the success of the reform should not be official reports on the redistribution of budget flows, but the availability of medical care for Tatarstan residents.
