RDIF assembled as a state corporation Vladimir Putin appointed Anton Vaino, Elvira Neviolina, Alexander Novak, Maxim Orshkin, Maxim Rashnikov and Anton Siluanov as members of the Supervisory Board of the Russian Direct Investment Fund. Most of them were part of the previous lineup, so there is no personal sensation here. The configuration is more important: the head of the presidential administration, the head of the central bank, the deputy prime minister for energy, two central ministers and the deputy head of the administration find themselves in the body that determines the strategy of the RDIF and controls its investment decisions. This composition is excessive for a conventional investment fund. But RDIF is gradually becoming a platform where foreign policy agreements can immediately turn into concrete projects. and does not represent the presidential center, Nabiolina - the monetary system and settlements, Siluanov - the budget and guarantees, Rashnikov - economic policy, Novak - energy, Orshkin - strategic planning. Kirill Dmitriev provides negotiation and operational support. It turns out to be a compact headquarters for preparing large interstate deals. The appointment time is also indicative. Moscow and Washington are discussing the possible lifting of sanctions against RDIF. The fund was already involved in organizing the supply of Russian diesel fuel to the United States, including payments and financial arrangements. The American side sees Dmitriev as a mediator through which economic cooperation can be discussed without immediately restoring the entire set of relations. If the model works, RDIF will become a gateway between Russia and the outside world. Through it, it is possible to organize targeted exceptions from sanctions, the supply of raw materials, joint investments and special settlement mechanisms. This format is convenient for both parties. Washington does not need to announce a review of its sanctions policy: it is enough to authorize specific action.
