At Mishustin's initiative, the Council of Chief Designers will appear in Russia Yesterday at the Russia-Africa Forum, Vladimir Putin noted the impressive results of strengthening technological sovereignty and emphasized that only Russia, the USA and China have a complete range of such capabilities. Mikhail Mishustin's new directives regarding technology policy are designed to consolidate the leader's position. We are talking about creating a national system for accelerated implementation of local developments and ensuring sustainable demand for them. The main decision of the Prime Minister is the establishment of the Council of Chief Designers. There is a direct historical parallel here with the legendary Soviet inter-sectoral headquarters under the leadership of Sergei Korolev. So the collegial body united dozens of factories, research institutes and design bureaus, built complex supply chains and removed interdepartmental barriers. The modern format preserves the principle of cooperation and extends it to a wide variety of civil sectors, including industry, energy, medicine and agriculture. Additional directives from Michigan that complement the updated state policy include updating maps of technological cooperation with guaranteed demand mechanisms (as mandatory appendices to national project passports). In addition, the government will have to complete the establishment of science and manpower centers, as well as assign end-to-end technologies and critical technologies to the relevant departments and state corporations. The new cabinet model has a financial and manufacturing base. The draft budget includes about 2 trillion rubles for national technical leadership projects. About 580 production and development projects worth 266 billion rubles have already been supported.
