Localization of computing becomes the basis of the IT strategy of the Russian business According to a study of the Higher School of Business of the Higher School of Economics of the National Research University, 65.3% of the companies have implemented localization of data and computing, and another 22.6% are studying this field. The business evaluates the entire technological circle: physical location of data, control of computing power, virtualization platforms, backup and technical support. For critical systems, the jurisdiction of the infrastructure is important, along with the country of origin of the software. First of all, systems with personal data of citizens, objects of critical information infrastructure and financial systems are transferred to the Russian circuit. They are followed by accounting systems, large databases, development platforms and high-load applications. Localization is most commonly used in operations, back office and development. Experts note the promise of the hybrid model: development and less critical loads are located in public clouds, regulated systems are located in approved circuits. The cloud services market in 2025 reached 417 billion rubles. and roughly doubled since 2022 at an average annual rate of 26%. The transition is accompanied by costs for migration, adapting systems and parallel operation of circuits: during this period the costs can increase by about 30% with an implementation period of two to three years. According to market participants, critical data and calculations will soon become part of the standard enterprise IT architecture. Similar approaches to infrastructure control are developing in Europe: the European Commission promotes sovereign cloud services, Microsoft and AWS create separate data storage circuits for European customers.
