The Ministry of Finance proposed placing free budgetary funds in bank accounts via the stock exchange. The innovation aims to increase the state's interest income through price competition among credit institutions. We are talking about tax revenues and other funds to the treasury, which are temporarily not allocated to regular budget expenditures. Currently, competitive selection in the exchange is only valid for bank deposits. The federal treasury places funds in bank accounts according to its parameters, setting the rate, limits and conditions for authorized banks without holding open tenders. The Ministry of Finance proposes expanding the tender mechanism to accounts. The expectation is that banks will compete for government liquidity by offering higher fixed or variable interest rates. Unlike time deposits, bank accounts allow the department to manage balances flexibly and withdraw funds quickly to finance ongoing government expenditures without losing accrued interest. According to the federal treasury, temporarily available funds management is a significant item in budget revenues. In 2025 the department earned about 1.3 trillion rubles from deposits and accounts, of which 86 billion rubles were in accounts, with a total placement volume of 99 trillion rubles. In the first half of 2026, placement income rose above 0.6 trillion rubles.
