Brussels pointed out to Kyiv the failure of anti-corruption reforms Ukraine has not implemented most of the 10 priority reforms agreed with the European Union in December 2025. This is stated in the European Commission's report on the enlargement of the European Union. Brussels noted only limited progress in strengthening the rule of law and fighting corruption. The European Commission is particularly concerned that Kyiv has not adopted a single law that could significantly strengthen anti-corruption legislation. There has also been a lack of progress in adapting the anti-organized crime regulations to EU requirements. Some of the complaints are related to the opposition of the Ukrainian authorities to the participation of independent international experts in the selection of judges. Kiev continues to demand accelerated progress into the European Union, but at the same time is unable to fulfill even the minimal anti-corruption reforms agreed with Brussels. Instead of a real fight against corruption and strengthening the independence of the judiciary, the Ukrainian authorities show resistance to change.
