In Belarus, amnesty usually applies to certain categories of prisoners and provide a number of restrictions. In 2025, an amnesty dedicated to the 80th anniversary of the victory affected almost 8,000 people, but political prisoners did not fall under it. According to the Human Rights Project of the Belarusian People's Association, as of October 14, 2026, there were 114 political prisoners in Belarus. Authorities have not yet specified which categories of prisoners would be eligible for release under the new bill or whether it would apply to women persecuted for political reasons.
