The comments came following pressure from several Labour MPs, including Angela Rayner, and trade unions. Critics believe some of these changes are unfair to immigrants who entered the UK legally.

One of the most significant proposals is to increase the required time to obtain permanent residency for most immigrants from 5 years to 10 years. Under the proposed plans, this period could be increased to 15 years for some holders of visas related to health and social care, and to 20 years for individuals who have used government benefits for more than 12 months.

Angela Rayner previously criticized the plan for "changing the rules of the game mid-game"; especially since it could alter the conditions of people who entered the UK legally under previous laws.
