Police in the United Kingdom announced that five men arrested near Farford, an air base used by the United States, have been released on heavy bail.

"This does not mean the end of the investigation," Lawrence Taylor, head of the anti-assassination police, told reporters in London, adding that the five would be subject to "strict" bail conditions.

These five people are all British and live in London and are under the age of 30.

Mr. Tiller said that officers are looking at the issue from "every possible angle," including the possibility that the actions were carried out by agents or people who "knowingly or unknowingly acted on behalf of a foreign country." Andy Burnham, the British Prime Minister, announced the holding of an emergency meeting of the government or Cobra meeting in this context, with the aim that the government would have a "full picture" of the incident.
