According to this proposal, in addition to paying a fine equal to 20% of the value of the cargo, the transit ships that the Republic of Salamis called "criminals" in transit in the Strait of Hormuz will face temporary seizure of the vessel until the fine is paid.

Mr. Salimi says, "This plan is regulated in 11 articles and is currently under review by the Committee on National Security and Foreign Policy. This is the initial proposal discussed by the committee and it is not yet the final report of the committee.

The proposal generally prohibits the passage of vessels owned and flagged by the U.S. government, prisoners of Israel or other countries that the Republic of Salamis calls an "enemy" or associated with them. The statements came as Japan's Kyodo news agency quoted an unnamed Iranian official as saying that Tehran had offered to open the Strait of Hormuz within seven days in exchange for sanctions relief.
