Russians will be able to get a preferential loan when buying housing in an apartment building under construction or apartments in Crimea and Sevastopol. The mortgage rate will be 8%, the maximum loan amount is 8 million rubles. A preferred mortgage can be used from November 1, 2026 until April 30, 2027. Any citizen of the Russian Federation may apply for a mortgage, regardless of place of residence and registration, if he has not previously received loans under other federal mortgage programs.
