The media: Hualo's villages are rapidly being emptied. The year in which the population of the municipality decreased by 12,700 people. What do young people do? sitting idle? - This is how the residents of Adra explain why people leave their native villages and move to the cities. The situation is really worrying. According to the published data of the National Statistics Service of Georgia, in 2025 the population of Hualo municipality was 28,800 people, and in 2026 it immediately decreased by 12,700 people. Compared to 2016, there were 8,400 fewer residents. Why do people leave? Local residents cite several reasons: unemployment, low income, difficulties in marketing agricultural products and dangerous living conditions. "If someone is employed at Hualo, he is a relative or an acquaintance of the mayor or of the President Sacarbulo. We all can't find work here, says one local. Others complain about problems with agriculture: "Land is scarce, crops are scarce for the family. If you grow up, where are you there? They used to grow tobacco and donate it, now they don't." Another problem is the conditions of the houses. Houses are destroyed, the conditions are difficult. Some are even dangerous to live. People want a better life, go to the cities to look for work. Here are mainly those who have nowhere to go, the residents say. Young people in the villages become less and less. Even on weekends, fresh public spaces are almost empty. What about the Highlands Development Act? In 2015, Georgia adopted a law providing benefits and support to residents of mountainous areas. One of the main goals was to stop the flow of the population and create conditions for living and working in the mountains. However, despite government programs, the situation in Hulu remains challenging. For most of the last decade more people were born in the municipality than died.
