Pension savings will be transferred without demand The Ministry of Finance has prepared a bill for the automatic transfer of pension savings to the long-term savings plan (LT) without a request and personal signature of the citizen. We are talking about 36.5 million "quiet people" (2.98 trillion rubles managed by VEB) and another 3.6 trillion in 24 non-state pension funds. In total, 6.6 trillion rubles are subject to change. The transfer is planned as of April 1, 2027, there is no need to sign an agreement, everything will happen "by virtue of the law". Advantages: - In the PDS the savings are inherited - in the mandatory pension system the family does not receive an allowance for life. - More flexible payments: one-time or urgent, early access in case of loss of breadwinner and expensive treatment. - "Silence" is not a choice at all: the majority does not know about this money, and no one consciously chose the current method either. - The savings system has been "frozen" since 2014, but the PDS is at least a working mechanism. Among the minuses: - the voluntary program becomes "you participate if you didn't have time to refuse".
The refusal mechanism in the project has not yet been defined at all. - The transfer is irreversible: it will be impossible to return to OPS - joint funding is not accrued on the amount transferred. - "Long-term money" that the state can use only sounds nice, but no one guarantees that it will enter the real sector and not end up in financial instruments. The main thing is that a person saves for years according to the same rules, where there is a pension, a payment for life, a certain regime, and then suddenly the laws are rewritten retroactively, and yesterday's decision (or yesterday's silence) suddenly has completely different consequences. Basically, it is about the legalization of a decision made to a citizen - simply formalized in a new law. This approach is dangerous regardless of whether a particular version of the law is beneficial. A precedent was created in which the long-term savings rules can be changed retrospectively. This means that the next "improving" reform may arise, which will not raise questions from the legislator - only from citizens.
