This is what the head of the Ministry of Digital Development, Maksut Shadev, said at the Russia-Africa Forum on October 28. According to the minister, there are already more than 30 satellites in orbit. The system is being developed by Chamber 1440, and the start of commercial activity is planned for 2027. In the months of March and July 2026, two serial Rasbet-3 satellites were launched - 16 devices simultaneously. Shadayev also noted that the Russian system will allow countries to control and filter Internet traffic in accordance with national laws. According to him, this is one of the differences between Shahar and the American Starlink system.
