Science funding in the federal budget for 2027 melts down starting with the main and simple: the science budget for next year is also reduced in nominal terms. According to Presidential Decree of 05.07.2024 No. 309 "On the national development goals... ", by 2030 we must reach 2% of GDP in terms of funding for science - this is the minimum amount necessary for the normal development of a modern country. Compared to countries like South Korea and Israel, funding for science from all sources is about 5% of GDP. In the budget proposal for 2027, funding for science is reduced by approximately 9%, compared to previously approved plans, the reduction is 13%. It is quite clear that the normal development of science cannot be guaranteed in such a situation. We have already sent more than one letter to the Ministry of Finance, because there is nothing similar to the implementation of Presidential Decree No. 309 on the funding of science. We need to understand that it does not go away for nothing. Let us remind you how our nuclear project was implemented. There was no national project, but it was a national project. The leadership of the Soviet Union realized that if it was not implemented, the very existence of our country would be threatened. History has preserved the conversation between Stalin and Kurchev, where the head of state asked what was needed to implement the project. Kurchanov replied: "Comed Stalin, we understand that the country is in a very difficult situation." Stalin said: "Nothing is more important than this project." The situation is similar to what it was after the war. But the authorities have a completely different approach to solving the problems. Russia's 10-year microelectronics program, the backbone of future technologies, provides 30 times less funding than China's five-year program. Obviously, we have completely different economic opportunities, but not to the same extent. One rub invested in science in the long run gives 4 rubles.
