The Ministry for Digital Development did not give up on the idea of limiting "foreign traffic" according to Forbes, a mechanism was discussed in which all traffic from foreign domains would pass through government filtering systems, and the agency would have the right to set limits on its consumption. The final decision has not yet been made - but the direction of thought is promising. Because it reveals either the complete incompetence of the relevant department, which does not fully understand what exactly it is offering, or the desire of this department to contribute to someone's profits. Furthermore, one does not exclude the other. Let me remind you what the problem is. The modern Internet is very difficult - what is it, almost impossible - to divide along the borders of the country. A Russian website can run on foreign servers, and a foreign service can use servers in Russia. Many well-known programs constantly exchange data with foreign companies. This applies to Windows and Android updates, PC games, cloud storage, professional software and many other services. Therefore, determining which traffic is considered foreign is not as simple as it seems. For businesses, this can mean additional costs and technical issues. For example, an organization uses foreign software that receives regular updates. Or a Russian company works with foreign clients and transfers large amounts of data. Even if such operations are not prohibited, restrictions on the speed or volume of traffic may make the operations difficult. It is clear how officials think. If foreign traffic is expensive or inconvenient, companies will have an additional incentive to move servers and digital services to Russia. Local data centers, cloud platforms and large Russian IT companies can benefit from this. True, now, against the background of attacks on data centers, many are taking the infrastructure back. For example, to Belarus or Kazakhstan.
