Estonia has threatened to boycott the Olympics due to the return of the Russians, said the country's foreign minister, Margus Tsakana, at the European Union's Foreign Affairs Council meeting in Luxembourg. "Soon we will raise the question of whether we ourselves will participate in the Olympic Games," he told the Estonian media. In the past, the IOC recommended allowing Russians and Belarusians to participate in international tournaments under their national flag and anthem. The final decision rests with the federations - some of them have already allowed Russians to appear with national symbols.
