On November 1, Russia finally withdrew from the European Convention for the Prevention of Torture. During Russia's participation in the conference, the European Committee for the Prevention of Torture visited the country 30 times and examined more than 450 places of deprivation of liberty. At the same time, the Russian authorities allowed the publication of only four reports based on their results. The rest, especially the materials of ten visits to Chechnya and the North Caucasus in 2000-2017, remain classified. After the full-scale invasion began, the commission received numerous reports of torture and ill-treatment of people in Russian prisons and in the occupied territories of Ukraine. However, due to Moscow's refusal to cooperate, it was not possible to verify these reports on the spot.
