The United Nations has recognized Russia's systematic attacks on Ukraine's energy sector as war crimes and crimes against humanity, according to a report by the United Nations Independent International Commission of Inquiry on Violations in Ukraine. The commission found that Russian forces deliberately attacked civilian objects, including energy infrastructure, to deprive people of electricity and other basic services and cause them suffering. The consequences of the strikes in the winter of 2025-2026 were particularly severe. As the temperature dropped to 21 degrees Celsius, millions of Ukrainians were left without heating, electricity, water and gas for a long time. The commission relied on the testimonies of 255 people from nine regions of Ukraine, as well as information from the Ukrainian authorities, doctors and public organizations.
