A deal between Washington and Moscow on the supply of Russian diesel fuel has caused "panic" among the United States' European allies, NATO Secretary General Mark Rutte said.
At the same time, he noted that the European countries themselves continue to purchase significant amounts of energy resources from Russia, in particular liquefied natural gas.
