In Moscow, the head of the Tula and Ulyanovsk cartridge factories was arrested in the case of "ammunition smuggling"; After being taken into custody, he lost his position. Court 235 sent the director of the Tula cartridge plant JSC Sergey Lukin, who at the same time was also the head of the Ulyanovsk cartridge plant, to a pretrial detention center, under Part 3 of Art. 226.1 of the Criminal Code of the Russian Federation (smuggling of explosives, firearms or their main parts, explosive charges, ammunition and other weapons committed by an organized group). TASS drew attention to the materials in the court case. From there it follows that Lukin was arrested on October 14. At the same time, the agency cites the article in which the head of the cartridge factories was sent to arrest while referring to the law enforcement agencies. JSC Tula Cartridge Plant (TPZ) and JSC Ulyanovsk Cartridge Plant (UPZ) are the oldest defense plants in Russia (founded in 1880 and 1916, respectively). The factories specialize in the mass production of military, sports and hunting cartridges. UPZ is the only manufacturer of large caliber 14.5 mm cartridges and has powerful pyrotechnic production for tracer bullets and incendiary projectiles. Since June 2023, TPZ has officially operated as the sole management organization of UPZ, effectively uniting the enterprises into one conglomerate. Between 2023 and October 2026, the two sites were headed by Sergey Lukin, and after his arrest, Alexei Rybkov was appointed the new head of the two factories.
