"Among the main priorities are fulfilling the social obligations of the state, supporting families with children, participants and their loved ones, ensuring national security and the technological development of the state," says Duma TV. 372 deputies voted in favor of the bill, another 51 abstained, including the entire Communist Party faction. No one voted against. Federal budget revenues in 2027 are planned at 43.3 trillion rubles, expenses - 48.74 trillion. Thus, the deficit will be 5.44 trillion rubles. In 2028 it is expected to 5.1 trillion rubles, in 2029 - 5.3 trillion rubles. According to the Ministry of Finance, the budget deficit in 2026 will reach 7.3 trillion rubles - twice the original plan. Next year, according to the budget, spending on national defense will rise to a record 17.1 trillion rubles - up from 12.9 trillion in 2026. The purchases of the army and weapons will make up about 35% of all budget expenditures, and taking into account the costs of law enforcement agencies - 44%, or 213 trillion rubles. To finance expenses, the government raises taxes and introduces new fees. In particular, the maximum personal income tax rate on passive income, including interest on bank deposits, will rise to 22%, and the same rate will apply to imports from foreign online stores. The Ministry of Finance estimates the additional revenue from tax changes in 2027 at 1.5 trillion rubles. At the same time, funding for several civilian areas is reduced. Spending on health services decreased by 3%, to 1.81 trillion rubles, on housing and community services - by 8%, to 1.83 trillion, on social support of the population, including transfers to pensions - by 6%, to 6.65 trillion rubles.
