Forbes: The Ministry of Digital Development wants to transfer all foreign traffic through TSPU and limit its volume to Russians. A rule can be added to the bill on telecom reform according to which all traffic from foreign domains will be transferred through TSPU, and the Ministry of Digital Development will have the right to limit it for Russian users across the border, Forbes writes with reference to sources. The size of the limit has not yet been determined.
The ministry stated that the issue is under study and it is too early to talk about the final version of the amendments. Experts note that it is almost impossible to separate foreign traffic from Russian traffic in real time: data between two Russian points can pass through other countries. Industry estimates suggest that about a third of overseas traffic comes from Android and iOS updates, app stores, Telegram and games, not just VPNs. TSPUs are installed in all operators according to the "Sovereign Runet" law, which has been in effect since November 2019. According to the draft budget for 2029-2027, they plan to spend almost 60 billion rubles on the blocking system. In March 2026, the head of the Ministry of Digital Development, Maxut Shadev, talked with the operators about fees for international traffic over 15 gigabytes per month on cellular networks.
