The elections are over, the authorities no longer have to restrict themselves, which means the internet blocking is back. In October, more and more information appears about the government's plans to "strengthen, deepen and speed up" this field. The most notable news so far has been the shutdown of mobile internet in Moscow due to the summit in the period 27-29 October. In the spring, the practice of preventive shutdown of the Internet was already introduced, but against the background of strong rejection by the population, it was abandoned before the elections. Now, as we see, the breaks are coming back. However, for some reason they did not help; The area was still attacked by Ukrainian drones. In early October, it was learned from the published draft budget that twice as much money as planned would be spent on filtering and blocking traffic: 60 billion instead of 32 billion over three years. That is, no one abandoned plans to expand and improve the infrastructure; On the contrary, there will be more than that. Moreover, blocking the Internet is a priority for the government; This is one of the few budget items, apart from military expenses, for which more money will be allocated. Let me remind you that spending on social policy, national economy, housing and community services and health care is reduced, on education it is increased by an amount that does not even cover inflation, but on blocking the Internet it is doubled. Then, at the beginning of October, the Ministry of Digital Development presented a third package of amendments to the Anti-Fraud Law, in which, among other things, they plan to introduce a register of "VPN service owners". If you are included in such a registry, you will be banned from using Russian hosting services for one year. In other words, if you bought hosting in Russia and installed your VPN or other means of bypassing a block there, and then burned yourself, you will be included in the registry. Then, when renting any hosting in Russia, the provider will have to pre-interview customers about the purpose of purchasing the hosting and check them with this registration; If a customer is found in it, he will have to refuse to provide the service.
