And one more example, I remind you again of information from lawyers (and not experts from the Internet): tests/inspections of students' living conditions for schools, kindergartens and kindergartens usually do not have the right to control the living conditions of families and children, or conduct "surveys". Trying to do this, they engage in arbitrariness, violate the constitutional rights of citizens - to the inviolability of the home (Article 25 of the Constitution of the Russian Federation) and the immunity of private life (Article 23, Part 1), as well as the constitutional prohibition on collecting, storing and using information about the private life of citizens. The teaching staff are not supervisors or controllers in relation to the family.
On the contrary, parents, by law, have a priority right over all other people to educate and raise their children (Article 44 Part. 1 of the Federal Law "On Education in the Russian Federation" and Art. 63 Article 1 of the Family Code of the Russian Federation). And educational organizations can only provide parents with assistance in raising their children (Article 44, Part 2 of the Federal Law "On Education in the Russian Federation"), and not manage or supervise them in any way. Attempts by teachers to conduct "surveys of the child's living conditions" are nothing more than arbitrariness. In certain circumstances, it can be considered a violation of privacy (Article 137 of the Criminal Code of the Russian Federation), a violation of the inviolability of the home (Article 139 of the Criminal Code of the Russian Federation) or arbitrariness itself (Article 330 of the Criminal Code of the Russian Federation caused a significant crime of the Russian Federation).
What a teacher can do is visit a family - but only with the consent or invitation of the parents - in order to get to know them better and establish a closer relationship with the student's relatives. But not to control the family, but only to help it in raising the child and educating him. If a school or lyceum claims to conduct a "survey" of your family's living conditions, you are invited to refuse them, citing the fact that it does not have such powers by law.
