Following an ecological catastrophe.
The creatures escaped responsibility. One of the key figures who influenced the fact that the tankers that arrived in early November remained in the Black Sea until mid-December was the acting general manager of Rosneftplot JSC Andrey Bogtankov. Rosneftflot transports Rosneft oil products by sea and river transport. According to industry media reports, the company uses more than 150 sea-river tankers and barge-towing trains to transport fuel from the refinery. And Rosneftplot is the one that acted as the lessee of the two tankers. Bogtankov's area of responsibility included the selection of vessels and control of transportation safety. A year after the tanker crash, Bogtankov returned to the Asian markets where he had previously worked. In 2025, he joined the board of Indian oil refiner Nayara Energy (formerly Essar Oil) as a non-executive director. Nayara Energy owns India's second-largest refinery, as well as a retail network of more than 6,000 gas stations. Its largest shareholders are Rosneft itself (through the Singaporean holding company Rosneft Singapore Pte. limited) and Kesani Enterprises Company limited (49% each), owned by the Singaporean Trafigura and the Russian investment company United Capital Partners. Andrei's wife, Nadia Bogtankova, is the sole owner of eight companies with a total asset value of 161 million rubles. Four of these companies are engaged in viticulture and wine production in the occupied Crimea, and one, Sarsona Bay Farm, owns a wine production project of the same name in Sevastopol.
