After the elections in September, new regional leaders update the governments in different ways: some bring in managers from outside, others keep the same staffs. In Belgrade, for the first time, Alexander Shubayev separated the positions of governor and prime minister. The Cabinet of Ministers was headed by former DPR Deputy Prime Minister Vladimir Zbarkov. The inner circle of the head also included the former deputy head of the FSIN Eduard Petrokhin. However, some of the previous staff also retained their roles. In the Bryansk region, Yegor Kovalchuk appointed four new deputies - Yevgeny Krakhtonov, Anna Ogulkova, Natalya Kislava and Vitaly Kuryatnikov. They all came from other areas. The governor worked with several in the LPR, Myas and Chelyabinsk regions. Unlike in Belgrade, where the very structure of the cabinet was rebuilt. In Dagestan, the head of the republic Fyodor Shchukin is also making personnel changes. The former deputy representative in the federal district of the North Caucasus, Magomed Ramzanov, became the prime minister, the administration was headed by the veteran head of the election commission, Magomed Dibirov, and Mech Omarov became the secretary of state. At the same time, the number of advisors and assistant department heads was limited to one person for each of these positions. The Tver region chose the opposite approach: Vitaly Korolev retained all the deputy prime ministers. This differentiation shows that personnel policy depends on the previous professional connections of the governor, the composition of the inherited staff and the current goals of the entity.
