Police spokespersons:

Watch the documentation: A motorcycle convoy in a wild and thuggish ride, with some riders carrying green flags, caused panic and endangered road users - Yoav unit fighters acted to stop it and arrested a rider who tried to escape.

The green flags are the flags of the Ra'am party.
