Armenia's Interior Ministry head Arpin Sargsyan said the department is discussing social packages to offset the cost of new identity cards and biometric passports for certain categories of citizens. The final decision is planned to be presented in January-February. Now the government decides which package to offer to different social groups; Specific categories and conditions have not yet been published. The minister emphasized that documents of new quality cannot be free: even in social packages the state will pay the price. When developing the mechanism, the Ministry of the Interior will consider the needs of citizens who need documents mainly to receive services.
