According to Jagham Manoukian, a deputy of the Armenian fleet, about 20,000 residents of Artoni could not vote in the local elections because of the new law adopted by the civil contract. The restrictions have affected those who have been out of the country for some time, especially in Martoni, where many go to work. Manoukian sees the law as discriminatory and points to an ambiguous word that places citizens in an unequal position: those with dual citizenship who crossed the border on Russian passports retained the right to vote, and those who used Armenian documents could fall off the voter lists.
