The State Duma adopted in the first reading a bill that states, in particular, the inclusion of passive income of Russians in the main tax base for personal income tax. The document was presented by the Russian government as part of the budget package and includes several tax innovations designed to increase the stability of the country's budget system.
As of today, passive income (dividends, interest on deposits, income from transactions in securities and digital rights, from the sale of assets and participation shares, as part of insurance agreements and gifts, etc.) are taxed at rates of 13-15%. The bill proposes to apply rates of 13–22% on a general progressive scale.
As the Russian Ministry of Finance explained, this measure will affect no more than 6% of the population, or 4 million citizens. At the same time, the cash annuity rates of such participants and the northern annuities will remain at the level of 13-15%. And for citizen deposits, there will remain a tax-free threshold of one million rubles, adjusted to the rate of the Central Bank of the Russian Federation.
