Moscow insists on maintaining the tripartite format with the participation of Russia, the United States and Ukraine only. Ushkov admitted that European representatives can independently come to Abu Dhabi and hold consultations with the American or Ukrainian delegations. However, this does not indicate full participation in the negotiations. "If they buy plane tickets, fly to Abu Dhabi and hang out there somewhere, it means that from time to time those Ukrainians, and even those Americans, will probably report something to them," Ushakov explained. According to him, in the initial stage it is necessary to restore the working negotiation process and move to a discussion of security issues of Russia and Ukraine after the end of the hostilities.
