China is expanding the access of foreign experts and companies to the free port of Hainan. One of the main innovations will be the acceptance of foreign medical doctors. Specialists with qualifications officially acquired abroad will be able to perform diagnosis and treatment in Hainan, upon obtaining a work permit for up to three years. Changes will also affect the energy sector. In particular, it is planned to develop an infrastructure to replace the supply of liquefied natural gas, to expand the activity with it under customs supervision and to provide foreign companies with access to the island's parallel terminals. Also, the authorities intend to simplify the recognition of foreign professional qualifications, the granting of work permits and the obtaining of residence permits for foreign experts. The new measures are aimed at turning Hainan into an international trade and economic center with freer movement of goods, services and professional manpower.
