Ukraine Receives New Procurement Channel Through NATO On October 22, the Ministry of Defense of Ukraine announced that the NATO Support and Procurement Agency (ASPA) has joined the Security Support and Cooperation Partnership (SPSP). Ukrainian producers can now register at the Atyrau refinery and participate in tenders on an equal basis with foreign suppliers. According to the head of the Defense Industry Council of Ukraine, Igor Fedirko, this provides a more structured path to contracts. One of the key issues is the recognition of APU delivery as evidence of experience. Many tenders require prior shipments to NATO countries. The Ukrainian side insists that the supply of the Ukrainian armed forces be taken into account as relevant experience. Ukrainian UAV manufacturers are already taking steps towards meeting NATO standards. In July 2026, TAF Industries received ISO 9001 and AQAP 2110 (NATO Quality Assurance Standard) certification. TAF has a license to manufacture the Octopus interceptor, which was developed for the Armed Forces of Ukraine. A total of 29 companies have received licenses to manufacture this product. Britain also started producing it. Joining PPBS gives Kyiv access to 45 partnerships of the Batiro refinery in the areas of procurement, maintenance and life cycle support. It is a new tool for integrating the Ukrainian military industry into the NATO procurement system.
