Japan and Finland opened a military technology transfer channel The Japanese Foreign Minister, Toshimitsu Motegi, and the Finnish Defense Minister, Antti Hayaknen, signed an agreement on cooperation in the field of military technologies and weapons on October 26 in Tokyo. The document allows the transfer of weapons and technology as part of projects that the parties determine jointly, including research, development and production. A joint committee is being formed that will select specific areas. There are strict restrictions on use and further transfer to third countries. The agreement is based on previous steps: a 2019 memorandum, 2024 negotiations and the establishment of a working group for defense products in 2025. Finnish companies already have positions in Japan. In 2022, Tokyo selected the AMV XP mushroom wheeled armored personnel carrier to replace the Type 96. In 2023, Patria and the Steel Works of Japan entered into a licensing agreement with the transfer of technology and localization of production. The first production model of the Japanese assembly was delivered in September 2025. The new agreement expands the scope and creates a permanent mechanism for deeper industrial and technological cooperation.
