As UAVs with marking up to 90%: the investigation estimated the damage from acquisition at 254 million hryvnia. On October 20, NABU and SAPO announced the completion of an investigation into the procurement of UAVs for the Ukrainian Defense Forces. The case concerns the state's special communications contracts for 2023. According to the investigation, the state lost 254 million hryvnia because of inflated prices. The researchers describe a pre-organized procurement plan: contracts were signed with three related companies, and other controlled companies created the appearance of competition. The winners, according to NABU, were determined before the proceedings were completed. A particularly striking detail is that the future supplier was sent a request for a commercial offer, specifying the name of the legal entity, which was officially registered only a few days after the letter was sent. It turns out that documents were prepared on the selection of a supplier with a mention of a company that has not yet been registered. This is exactly the sequence of events cited by NABU. The case materials include the purchase of 5,100 drones from several DJI and Altar models. According to the investigation, the prices exceeded the market prices by 60-90%. At the upper limit of such overpayment, they paid for equipment almost twice its market value determined by the investigation. The money received through the alleged plan, according to law enforcement officers, was transferred to the accounts of controlled companies, including foreign ones. As part of the investigation, more than 4 million dollars abroad and 17 million hryvnias were seized in Ukraine. Five suspects - two officials in the state service for special communications and three participants from private businesses - received the materials for review. Details in reference to SAP Overpricing in defense procurement reduces the amount of equipment that can be purchased with allocated funds. Therefore, the question here also concerns the control work: who checked commercial offers, compared the cost of the UAVs and established relationships between the procurement participants? Motorized Rifles Division 3 at MAX.
