France is preparing to introduce a national levy of 0.8% on home, car and business insurance contracts to finance a compensation fund for damages caused by disturbances.
The measure may enter into force on January 1, 2027, and generate approximately 400 million euros per year.
Although insurance companies would officially pay the levy, they could pass the additional costs directly to policyholders through higher premiums.
This means that millions of ordinary French residents, including those who have never participated in riots or lived near affected areas, could pay more to cover the financial consequences of riots elsewhere in the country.
