Syrian immigrant Qais al-Abdallah, known as "Abu Hamza TNT", was granted refugee status in Germany and studied chemistry at the universities of Göttingen and Marburg, even though other Syrian refugees reported him to the German police in 2015 as a suspected ISIS explosives expert.
German investigators later found a 4,200-page ISIS explosives manual on his computer and discovered traces of nitroglycerin in his passport. Germany nevertheless closed its investigation in 2016, claiming it was insufficient.
Two French journalists previously held hostage by ISIS later identified al-Abdallah. France continued the case, and he was eventually sentenced in Paris to 20 years in prison for membership in a terrorist organization.
