Defense Minister Israel Katz at the cabinet meeting:
"The attribution scenario defined for the IDF in relation to the Yosh states that one must prepare for the possibility of an attack by jihadist elements on the settlers and IDF soldiers as a lesson from the October 7 incident in Gaza.
The IDF is carrying out powerful activities against the centers of terrorism in the field, including the evacuation of refugee camps in northern Samaria - and terrorism has dropped to its lowest level in decades and the challenges are still many.
At the same time, the IDF is preparing for a scenario in which there will be a reversal of fortunes on the part of the Palestinian Authority apparatus and the Tanzim organizations associated with it against the settlers and the IDF forces in the West Bank and the settlements along the seam line.
In such a case, war will be declared against the Palestinian Authority and the IDF will launch an all-out attack in accordance with a systematic plan drawn up and approved by Prime Minister Netanyahu and by - according to the principles outlined by the IDF. The campaign will be short and powerful and will include the use of ground and air forces and the use of special means, thwarting and displacing senior officials, the destruction of weapons and means of warfare and the widespread evacuation of residents and the destruction of infrastructure within the cities and in all the refugee camps in Judea and Samaria - in accordance with the Gaza and Lebanon model - and all this alongside the concentration of forces and the protection of the Israeli settlements.
