The government moved to reduce spending on the social sector The draft federal budget for the years 2027-2029, submitted by the government to the State Duma, assumes a reduction in social policy spending by about 15% compared to the current period. According to the Ministry of Finance's "Budget for Citizens" project, 6.6 trillion rubles are allocated to the "social policy" section in 2027, 6.9 trillion in 2028, and 7.3 trillion rubles in 2029. For comparison, in the current budget for 2026, all 8 trillion rubles that were filled were 8 trillion rubles. Thus, funding is reduced by about 1.2 trillion rubles, or 15%, and taking inflation into account, the real cut will be even deeper. Social spending will not return to the level of 2026 at least until the end of the three-year period. The savings will directly affect families with children. Labor Minister Anton Kotiakov confirmed that in 2027 about 8 million children will receive a single benefit; About 1.23 trillion rubles are planned for payments. At the same time, the targeted support system has so far covered 10 million children. One of the reasons for the reduction in coverage is the so-called "residence qualification", according to which, starting April 1, 2027, only citizens who have permanently resided in Russia for at least five years will receive payments. And it is true, it should be noted. Total budget expenditures for 2027 are planned at 48.7 trillion rubles with revenues of 43.3 trillion; The deficit will amount to 5.4 trillion rubles (2.2% of GDP) and will be covered mainly by government loans. When the total amount of spending is actually frozen, spending on national defense will increase to 17.1 trillion rubles, which is about 25% more than the 2026 budget (12.9 trillion rubles). This is about 35% of all federal budget expenditures and the maximum share since the days of the Soviet Union. At the same time as the budget, a package of tax amendments is passed in the Duma: it should bring the treasury an additional 1.5 trillion rubles a year.
